When publishing a government web page the language that the content is written in should be robustly identified so that users can search for and access content in the language they need. The proposal is to use HTML lang and xml:lang attributes to declare the language of a body of text and follow the W3C and IETF recommended best practice to use one of the codes cited in the IANA Language Tag registry, a superset of the ISO 639-1 (2002) language codes.

When entering an address or affiliation for an organisation, users need be able to name a country, province or state in a reliable way. The proposal is to use ISO 3166-1 alpha-2 codes to denote an international country, with the exception of UK nations which should use extended codes.
